Born in Rio de Janeiro, Brazil, André studied Philosophy and Social Communication in UFRJ, Rio, with a specialization in International Relations and Economic Development in Sorbonne, Paris. With more than 20 years of experience working with international cooperation in the domain of environmental issues, he joined the France Libertés Foundation in Paris in 2003, where he worked for six years, with participations in the UN Human Rights Council. In 2010 he joined the Tara Ocean Foundation, taking in charge international policy & coordination, working since then in the International Policy issues and International Scientific Cooperation with focus on South America. Since 2012, he is the focal point for the Tara Foundation in the ECOSOC of the United Nations, following the negotiations on Biodiversity Beyond National Jurisdictions. Between 2013 and 2022, he organized and participated in several side events, workshops and high-level events on the BBNJ negotiations in the United Nations. In 2015 he was founder and policy coordinator of the Ocean and Climate platform, with several events organized during the UNFCCC COP21 in Paris in 2015 and in the frame of the Paris agreement process. He is Head for International Affairs in the Tara Ocean Foundation since 2016.
